No — Sendai is the mild exception. The Ou mountains wring the snow out of the Siberian air before it arrives, so the city gets bright, dry winters between 0°C and 6°C with only a few settling snowfalls a year, nothing like Akita or Aomori on the far coast.

Warm rather than punishing: highs around 27-29°C with sea breeze off Matsushima Bay, noticeably kinder than Tokyo on the same day. The Tanabata festival in early August is comfortable to walk in daylight, which is not true everywhere.

Late June into July with the tsuyu front, then again in September when typhoon remnants track up the Pacific coast. Neither usually derails a trip — Tohoku's rainy season is shorter and lighter than western Japan's.
