Yes. Siberian air picks up moisture crossing the Sea of Japan and unloads it the moment it meets land, and Aomori City takes more of it than any comparable city on earth — several metres a season, with snow banks taller than you from January into March.

Short, mild and genuinely comfortable: highs in the mid-20s°C with cool nights. It is one of the few places you can enjoy a major Japanese summer festival without wilting, which is part of the Nebuta Festival's appeal in early August.

Waterproof boots with real grip, before anything else — the problem is not the cold but the wet snow and slush underfoot at every crossing. Add a windproof outer layer, because the wind off Mutsu Bay is what turns -2°C into something much worse.
